And it is the reason why in the second decade of the XXI century, due to exogenous factors of the globalized economy, employment should have an innovative approach,especially since it has become a serious problem worldwide against the unstoppable exponential growth of informal labor. El empleo decente y el derecho de acceso al servicio público de la seguridad social que le acompaña, son derecho sociales contemplados tanto en el artículo 123 de la Constitución Política Mexicana, como derechos humanos plasmados en la <<Declaración Universal de los Derechos Humanos>> de Naciones Unidas, un documento jurídicamente vinculante para todos los países del orbe. La nueva forma de producir bienes y servicios, debido a la híper tecnología, cambió el mundo del trabajo en esta era del conocimiento. Es por ello que en la segunda década del siglo XXI, debido a factores exógenos de la economía globalizada, debería el empleo tener un enfoque innovador, máxime que se ha convertido en un serio problema de calado mundial ante el imparable crecimiento exponencial de la informalidad laboral.
