Description: | On Sunday, August 27, 2017, 25 municipalities (municipios) governed by the Political Citizen ?s Movement of Jalisco, organized a public consultation on mandate ratification; their objective was to ask citizens whether or not they agreed with the performance of their municipal presidents. Before, during and after the consultation, a wide debate was generated about the legal and political validity of this democratic exercise; various political actors, civil, and academic organizations expressed all kinds of arguments for and against the open consultation.
This paper reviews the legal and political bases of the consultation and reflects on whether this citizen participation exercise expands and promotes people participation, or if it is just an exercise around democratic simulation. The work focuses only on the four most populous and representative municipalities (municipios) of Guadalajara ?s Metropolitan Area: Guadalajara, Zapopan, Tlaquepaque, and Tlajomulco de Zu?n?iga. El domingo 27 de agosto de 2017, 25 municipios gobernados por el Partido Movimiento Ciudadano en Jalisco, organizaron una consulta de ratificacio?n de mandato, su objetivo fue preguntar a los ciudadanos si estaban o no de acuerdo con el desempen?o de su presidente municipal. Antes, durante y despue?s de la realizacio?n de la consulta se genero? un amplio debate sobre la validez juri?dica y poli?tica de este ejercicio; diversos actores poli?ticos, organismos civiles y acade?micos vertieron todo tipo de argumentos a favor y en contra de la consulta. Este trabajo revisa las bases juri?dicas y poli?ticas de la consulta y reflexiona si este ejercicio de participacio?n ciudadana ampli?a y promueve la participacio?n ciudadana o si so?lo es un ejercicio de simulacio?n democra?tica. El trabajo so?lo analiza los cuatro municipios ma?s representativos y con mayor poblacio?n del A?rea Metropolitana de Guadalajara: Guadalajara, Zapopan, Tlaquepaque y Tlajomulco de Zu?n?iga. |
