Description:	AbstractThe Common Foreign Security Policy of the European Union (CFSP) operates through different tools and programs which are implicit in the philosophical elements that give life to the EU: The establishment of peace between Member States, international security, social cohesion, respect for human rights, and the consolidation of democracy, to name a few.Thus, the civil or military missions approved by the Council of Europe, through what is agreed in the CFSP, must be carried out in a comprehensive manner, with a view to a sustainable stability of peace.In this sense, this paper aims to analyze the reasons for the implementation of the Somalia EUTM, eucap Somalia and Operation navfor Atalanta missions in the Horn of Africa, demonstrating the inability of the Somali State to face the growth of terrorism and piracy in Somalia, has been a concern for the EU. La Política Exterior de Seguridad Común de la Unión Europea (PESC) opera a través de distintas herramientas y programas, los cuales llevan implícitos los elementos filosóficos que dan vida a la UE: El establecimiento de la paz entre Estados miembros, la seguridad internacional, la cohesión social, el respeto a los derechos humanos y la consolidación de la democracia, por mencionar algunos.Por ello, las misiones civiles o militares que apruebe el Consejo de Europa, a través de lo pactado en la PESC, deberán ejecutarse de manera integral, con miras a la estabilidad sostenible de la paz.En ese sentido, el presente trabajo pretende analizar las razones de la implementación de las Misiones EUTM Somalia, eucap Somalia y Operación navfor Atalanta, en el Cuerno de África, para demostrar que la imposibilidad del Estado somalí para enfrentar el crecimiento del terrorismo y la piratería ma- rítima de la zona ha sido motivo de preocupación para la UE.
