| Description: | This paper analyzes the cooperation of the European Union (EU) with the Democratic Republic of the Congo (DRC) whose main intention was to hold elections in 2005 and, at the same time, create the relevant and lasting electoral and democratic institutions in the aforementioned African country, promoting universal values of democratic quality and respect for human rights. In that sense, the conflict situation of the DRC is briefly reconstructed with the intention of demonstrating not only the difficulty in carrying out its first free elections but the modern history of violence and state weakness that covers it. Then, the European intervention is explained and analyzed under the liberal and neocolonial visions, whose explanations are necessary to continue with the modern debate about international cooperation between designated countries. El presente trabajo analiza la cooperación de la Unión Europea (UE) con la República Democrática del Congo (RDC) cuya intención principal fue la realización de elecciones en 2005 y, al mismo tiempo, crear las instituciones electorales y democráticas pertinentes y duraderas en el citado país africano, fomentando los valores universales de calidad democrática y respeto a derechos humanos. En ese sentido, se reconstruye brevemente la situación de conflictividad de la RDC con la intención de demostrar no solo la dificultad para llevar a cabo sus primeras elecciones libres sino la historia moderna de violencia y debilidad estatal que la reviste. Luego, se explica la intervención europea y se analiza bajo las visiones liberales y neocoloniales, cuyas explicaciones son necesarias para continuar con el debate moderno acerca de la cooperación internacional entre países desiguales. |
