Description:	Starting from a qualitative research, using the analytical framework of the public policy regime to analyze three variables: the actors, the institutions and the ideas, to know the interaction of the participating actors around water management in the city of San Miguel de Allende, the perception frameworks, the government institutions that intervene in water management were analyzed. As a methodological strategy, in-depth interviews were conducted and the institutional grammar methodology was implemented for. A soft regulation was found, an institutional framework that does not favor a robust governance, in addition, the conflicts that arise due to the supply of water in the city do not get to position themselves on the political agenda due to a dispersion of environmental issues and lack of mechanisms for citizen participation. Partiendo de una investigación de tipo cualitativa, usando el marco analítico del régimen de políticas públicas para analizar tres variables: los actores, las instituciones y las ideas, para conocer la interacción de los actores participantes en torno a la gestión del agua en la ciudad de San Miguel de Allende, se analizaron los marcos de percepción, las instituciones de gobierno que intervienen en la gestión del agua. Como estrategia metodológica, se realizaron entrevistas a profundidad y se implementó la metodología de gramática institucional para. Se encontró una reglamentación blanda, un entramado institucional que no favorece una gobernanza robusta, además, los conflictos que surgen por el abasto de agua en la ciudad no llegan a posicionarse en la agenda política por una dispersión de los temas ambientales y falta de mecanismos para la participación ciudadana.
