Descripción:	Hugo Chávez after winning the election of 1998 he wanted to reform the Venezuelan State starting form a new Constitution. In 1999 he had the sup- port of the people to convene a constituent and ratify the new Constitution of Venezuela. These changes imply the discontent of the economic sector and the politicians of the bipartisanship of the previous regime. Even when Hugo Chávez decrees the 49 enabling laws in 2001, the rejection of the Venezuelan economic sector increased and in 2002 it gave him a coup d’état. This situation demonstrates the need for support and cooperation between political and economic power to achieve adequate social welfare. The conflict between Hugo Chávez and the economic sector demonstrates the inability of a government to generate economic development outside of oil revenues and an economic sector that did not contribute to improve the conditions of Venezuelan society. Hugo Chávez, al ganar las elecciones en 1998, quiso reformar el Estado venezolano a partir de una nueva constitución. En 1999 tuvo el respaldo del pueblo para convocar a una constituyente y ratificar la nueva constitución de Venezuela. Estos cambios significaron el descontento de la clase empresarial y de los políticos del bipartidismo del anterior régimen. Incluso, cuando Hugo Chávez decreta las 49 leyes habilitantes en 2001, aumentó el rechazo de la clase empresarial venezolana y en 2002 le dieron un golpe de Estado. Esta situación evidencia la necesidad de apoyo y cooperación entre el poder político y el económico para lograr un bienestar social adecuado. El conflicto entre Hugo Chávez y la clase empresarial demuestra la incapacidad de un gobierno por generar un desarrollo económico fuera de la renta petrolera y una clase económica que no contribuyó a mejorar las condiciones de la sociedad venezolana.
